The story of collaborative corruption of the Henderson (Nevada) City Council

There are currently seats open in Wards 1, 2, and 4 with only two viable candidates in each ward. If a candidate receives fifty percent or more of the primary vote, the council seat will be filled and there will be no election in the fall.
If political party is a concern, they are all Republicans.
There are, however, distinct differences in the quality and ethics of the candidates. You have the choice to replace three incumbent Council members that continually demonstrate unethical and corrupt behavior; and put personal financial gain ahead of public service.
The three incumbent candidates for Henderson City Council (Jim Seebock – Ward 1, Dan Shaw – Ward 2, and Dan Stewart – Ward 4) have several things in common. They originally found a back door to their Council seat. Shaw and Stewart were appointed. They are seeking to retain their seats after amassing financial support mostly from corporate interests.
Jim Seebock won his seat in the city’s first ever special election (spring of 2023) amid accusations and unresolved ethical campaign violations. He knowingly and willingly violated Nevada election laws by campaigning in uniform as an active law enforcement officer. The Ward 1 seat opened when Council member Michelle Romero was elected to the position of Mayor of Henderson.
Ironically, another active law enforcement officer (who chose to run legally and ethically) finished second in the special election. Seebock continues to flaunt campaign guidelines with current practices of illegal sign placement and campaigning at a public meeting in Lake Las Vegas during the current primary election.

City Wards were redistricted in 2023 months after the special election. The Ward 1 map now includes the highly controversial Three Kids Mines (TKM) area and the nearby communities of Lake Las Vegas, Calico Hills, Talesera Hills. TKM, is the site of a former magnesium mine.
The redistricting shifted Seebock into TKM and the forementioned communities. Wards in Henderson were changed under the guise of evening out the populations (within 5%) of each other by the City Council later in 2023. The vote was 4-1. Guess which four?
A residential development has been approved by the City Council in TKM that will create 3,000 homes; formally known on the city’s website as the Lakemoor Canyon Redevelopment Area (link below). The site contains highly toxic materials that would be better left undisturbed in the opinion of many environmental experts.

The remediation of TKM began recently. Plumes of potentially toxic dust were sent high into the air today by workers in hazmat suits. There has been no warning or notification to area residents.
In addition to vast environmental concerns, the City of Henderson has guaranteed future taxpayer revenue of $550,000,000 to pay the costs of remediation to the TKM site; putting the financial risk on Henderson and its taxpayers.
"Follow the money." Many political contributions represent possible undue influence over the approval and oversight of the TKM project.
The mayor and these three Council members seem to have a relationship of collaborative corruption beyond the political redistricting of the wards. In addition, Seebock seems to have an unusually close relationship with Mayor Romero who openly campaigns with him during the current primary election.

Seebock, Shaw and Stewart have each taken in hundreds of thousands of dollars in political contributions, mostly from corporate and residential developers and other related entities.
Notice the trading of campaign funds between Seebock, Shaw, Stewart and Romero. The mayor contributed to each of the three gentlemen. Ward 3 Council member Carrie Cox was shunned financially by all four and is often the lone dissenting vote in Council decisions.
It would seem that independent perspectives would better represent the citizens of Henderson, rather than decisions based on collusion. Business and corporate interests have clearly purchased access and influence with these Henderson City Council members.
If you agree that there is a need for new City Council members, your choices are Ward 1 - Jason Porter, Ward 2 - Monica Larson and Ward 4 - Cherlyn Arrington if you want to end the collaborative corruption in Henderson.

The story of little Jimmy Seebock
In April, the residents of Ward 1 in Henderson received a mailer from little Jimmy Seebock. Who would have guessed that he would grow up to become a corrupt politician?
This mailer describes his upbringing, growing up in Henderson, family life (with pictures) and delves into his career with the Las Vegas Metropolitan Police Department. This includes more pictures in uniform which is legal in this campaign as he is no longer a member of LVMPD force.
His use of pictures in uniform during the special election campaign in 2023 while serving as an active duty officer were illegal. Seebock knowingly and willingly violated Nevada campaign laws as he preened for the cameras in his LVMPD uniform. Ironically, his opponent was also an active duty police officer but chose to campaign ethically.
Seebock is also on the ethical fringe this campaign with at least two other questionable actions. His campaign banner attached to the side of a building in Henderson violates an ordinance in the City of Henderson. City officials when confronted with the issue, refused to intervene citing Nevada statutes that override local law.
Wouldn’t you think that a Henderson City Council member would uphold local ordinances and take responsibility for an ethical violation in the city? A second questionable incident occurred on April 24 at the Lake Las Vegas Master Association meeting of the Board of Directors.
Seebock was allowed and encouraged to give a campaign presentation in the public meeting that was open to residents after being introduced as a “great friend” to Lake Las Vegas. This may have been a violation of campaign law. In the least, it was an ethical breach by both Seebock and the president of LLVMA. As you will see, this friendship has been purchased by Lake Las Vegas, which is largely controlled by Raintree Investment Corporation (RIC).
The speech was a list of non-accomplishments by the candidate, including shout outs to various businesses. Seebock recognized a restaurant/bar that has contributed directly to his campaign. The same establishment has received money back from the candidate via expenses listed on his campaign financial disclosure.

His bios attempt to reflect a family man with deep roots in the community with a passion for serving the interests of the Henderson citizens. Run of the mill statements about public safety, economic growth and development, community input and education fill the text.
He cites an unreputable source that claims Henderson as “the second safest city in America.” It is not. Although in his defense, the same claim is supported by the three other council members with whom he consistently conspires with when voting on most issues.
His proclaimed support of first responders and improving safety in the community should fall on deaf ears. Note, he has not received the open endorsement of Henderson Police Department. Notice on one flier, he cleverly cites a retired Captain in HPD as an endorsement to try and fool voters that he has garnered its support.
His opponent, Jason Porter, has openly and consistently called for increases to salaries and wages for members of the police and fire departments, and other first responders; to make them more competitive locally and nationally.
These Henderson agencies were near the bottom end when compared to communities in the Las Vegas valley. The City Council recently passed wage increases in an obvious political stunt to protect the incumbent candidates.
Seebock overrates his expertise and ability to improve the public safety infrastructure. There is current controversy over the number and location of police precincts and fire stations as the City of Henderson continues to rapidly expand.
His views on education are somewhat misguided and reflect some unfounded opinions. In a contradictory way, he is trying to appeal to voters by mixing school choice, community input and an independent Henderson school district together.
On one mailer, Seebock discusses the need to preserve neighborhoods in Ward 1 that have “unique rural character” and protect them from overdevelopment. He goes on. “I’ll make sure that new projects are right for the neighborhood, water challenges are considered and the needs of homeowners are heard.”
The unique rural character of Lake Las Vegas will completely evaporate. Raintree continues to profit from an effort to develop every last square inch of the LLV’s 3600 acres. Raintree openly supports Seebock in his current campaign.
The Three Kids Mine development is not right for any neighborhood. Beside the valid concerns over environmental impact and future health concerns, the loss of future tax revenue will have significant negative effect on all Henderson residents.
The needs of homeowners in Lake Las Vegas, Calico Hills, Talesera Hills were not heard. The Three Kids Mine development project is proceeding as scheduled. Highly toxic dust is blowing across the area as questionable mitigation efforts are currently underway.
Homeowners in the area were not warned of this peril. It has been routine for LLV to under inform, not inform or flat out lie about new residential developments that negatively affect existing homes.
The Three Kids Mine project is controversial because of an unsound remediation plan to rid the site of an old magnesium mine of highly toxic contaminants in the ground. It is a site left best undisturbed.
There is also controversy over the backdoor funding of $550,000,000 guaranteed by the City of Henderson for mitigation of the site. Various Henderson players contributed to the corruption. Thus far, Seebock has not questioned the validity of this project. He quickly jumped on the developer money train tracked to City Council members to remain mute on financing and the environmental impact.
There is danger in being fooled by a phony folksy, down-to-earth manner and not recognizing a corrupt politician bought by corporate interests. Developers have clearly purchased this seat on the City Council. The goal is to have unfettered access to properties and unquestioned authority over development. Mission accomplished with Seebock.
Seebock demonstrates a mediocre intellect that begs the question of what possible value could he provide with his recently created consulting firm (Bock Consulting LTD). Is this just a front to receive money legally “over the table” or a legitimate enterprise?
An invitation to “a fundraiser and cocktails with the candidate” at South Shore County Club in Lake Las Vegas being held on May 22 was received via a mailer. It was hosted by the managing partner of a company whose services include mergers and acquisitions along with investment and business strategies.
Can blatant corruption be any more overt, days before the primary election opens? How much more money does he need?
At tonight's Meet the Candidates event in Lake Las Vegas, Seebock demonstrated either extremely naive ignorance or flat out lied about the history of the Three Kids Mine (TKM) (Lakemoor) project.
He tried to glaze over the genesis of the remediation of TKM. It was driven purely by a money grab; not by any benevolent concern over a toxic environment.
Little Jimmy Seebock has now become Big Jim Seebock. Big on collaborative collusion with other City Council members. Big on lining his pockets with financial contributions. Big on actions and decisions that are ethically questionable.

• Supports the allowance of open containers of alcohol on Water Street (mini strip?)
• Supports the Boulder Highway project (which will close two lanes in both directions)

Dan Shaw - Crooked Utah Cowboy and Highly Corrupt Henderson Politician
(and why you should vote for Monica Larson to replace him.)
You would think that Dan Shaw would not want to leave a reputation of crooked businessman and corrupt politician to his children and grandchildren. His legacy in Henderson, Nevada will be a stain of unethical and fraudulent behavior.
A resident of Utah, Shaw has “rustled” a seat on the Henderson City Council. He’s had legal problems in multiple states and with the Internal Revenue Service (IRS).
It does not appear that Shaw has a primary residence in Henderson. Spending most of his time in Utah, Shaw has been interviewed frequently on a Salt Lake City television station and is recognized as an active citizen of the community.
In one news segment (link below), Shaw was described as still working today in business, real estate, and development “and even serves on the Henderson, Nevada City Council, where he lives part-time.” Besides being highly unethical, this does not meet the residency requirement to be a member of the Henderson City Council.

Shaw’s problems with the IRS are well-documented (link below). “Shaw owed the federal government millions of dollars from a failed business venture.”
“Tax records show that in 2015, the Internal Revenue Service re-filed liens against Shaw totaling nearly $2.4 million. The following year, the government partially revoked a release from another lien, reiterating that he was on the hook for more than $400,000.”
His failed Castaways casino was imploded in 2006. “The government argued Shaw was responsible for collecting, accounting for and paying the taxes from employee wages, according to records from a lawsuit filed in 2007. It targeted Shaw “for his willful failure to collect, truthfully account for, and pay over the withheld income and (Federal Insurance Contributions Act) taxes” from the company’s employees.”
“Although he denied responsibility and liability, Shaw agreed to pay more than $3.2 million to the IRS in 2011. His counterclaim against the government was dismissed with prejudice, meaning the judgment was final and his complaint cannot be refiled.”

How has this illegal and unethical behavior been ignored by Henderson voters? Shaw is also under investigation by the Secretary of State for misuse of campaign funds.
As with other City Council members, Shaw has accepted hundreds of thousands of dollars from corporate and residential developers, and other related businesses / individuals (links below). Graft is obvious. Perhaps, Shaw needs this position to pay off his numerous legal expenses.
